Abstract

Although often ambitious in their adoption of sustainability and climate goals, cities frequently face challenges with their implementation of subsequent policy. While recognizing the importance of broader community collaborations to achieve these goals, Dr. Rachel Krause focuses on the sometimes difficult dynamics that occur within city government organizations around the implementation of climate and sustainability initiatives. Most municipal governments’ are hierarchically organized around core service functions and compartmentalize expertise and responsibility accordingly; whereas, sustainability objectives are interdependent and multifaceted. Dr. Krause argues that this mismatch lies at the heart of many cities’ implementation struggles: broad sustainability initiatives require active contribution from multiple departments, but externalities and fuzzy boundaries of responsibility stymie collaboration. Drawing from a decade of mixed-methods research on US cities’ sustainability efforts, Dr. Krause presents a functional collective action framework that identifies four internal administrative arrangements that city governments use to facilitate functionally transboundary sustainability implementation. She offers a preliminary assessment of their relative effectiveness and discusses challenges associated with generalizable evaluations of local climate and sustainability initiatives.

 

 

Prof. Rachel Krause: Biography

Dr. Rachel Krause is a Professor at the University of Kansas School of Public Affairs and Administration. Dr. Krause earned her B.A. in Political Science and Public Policy from Rice University (2003), a M.A. in Public Affairs from the University of Texas at Austin (2005) and her Ph.D. in Public Affairs from Indiana University (2011). Her research engages theories of urban governance, the selection and use of policy tools, collaboration, and the influence of institutions on policy and management decisions to understand the dynamics of urban sustainability and climate protection initiatives. She is co-author of the book Implementing City Sustainability: Overcoming Administrative Silos to Achieve Functional Collective Action.
