The project will study the process of institutional reforms in the Indian power sector using the case of Andhra Pradesh. Based on theories of institutional change, it will study the drivers of this process and question if the resultant regulatory architecture is adequate or not. It will further study the impact of these institutional reforms on various performance indicators like generation efficiency or system reliability. The period in which the central and state regulatory agencies have been functional and are setting tariffs is also the period when captive power plants have experienced maximum growth. Viewing the firm as a governance structure rather than simply a production function, the project will also study the firm’s choice between making and buying power and test whether this particular governance structure has evolved as a response to economize on transaction costs.
