Controlling pollution has been an onerous task in the modern economy because of the multitude of stakeholders in the production and consumption activity and their interdependencies. Over six decades have elapsed after independence and India is facing the serious challenge of pollution control on the road to sustainable development. Existing pollution control mechanisms are not delivering their intended outcomes and there is an urgent need to understand the transactions of pollution in the current social, economic, political and cultural context in order to device efficient strategies for pollution control. The objectives of the study have been realigned to fulfill the objectives of the Work Package 3.2 D of the ‘Megacity Hyderabad’ project which aims to develop and implement a mitigation model for industrial pollution abatement in Hyderabad. In order to arrive at an efficient strategy for industrial pollution abatement, the study focuses on the case of water pollution by the industries in Hyderabad. Success of such a strategy predicates on the (i) clear understanding of the nature of actors, resources, transactions, institutions and governance structures; and (ii) Pilot-tested practical feasibility of theoretically efficient pollution management regimes.
