A product of the CLIWAC project, this paper addresses social dilemmas in dealing with urban pluvial floods. In a context of climate change, many local governments worldwide promote decentralized rainwater management as a way to adapt to urban pluvial floods. They do so through voluntary instruments, centered on the idea of self-protection. This paper shows how, even in a very flat city such as Berlin, Germany, rainwater hardly accumulates there, where it falls. Instead, our simulations reveal upstream-downstream relations between providers and beneficiaries of decentralized, blue-green flood protection. Addressing pluvial floods with blue-green infrastructure implies the protection of others, not oneself: this is a different social dilemma, requiring different policy instruments.
