Das Verbundprojekt soll einen Beitrag zur Armutsminderung leisten, indem effektive Politikansätze und Praktiken identifiziert werden, die dabei helfen, dass arme Bevölkerungsgruppen kollektives Handeln und Verfügungsrechte nutzen können, um Eigenkapital und Haushaltsressourcen sowie Einkommensströme aufzubauen. Anliegen des Projektes ist es, Politiker, Praktiker, NROs und lokale Dorfgemeinschaften mit dem Wissen über diejenigen Faktoren auszustatten, die die Rechte der Armen zu Land- und Wasserressourcen stärkt und zu effektiverem kollektiven Handeln der Armen beitragen. Die Fallstudie zu Äthiopien (in diesem Teilprojekt) soll effektive Politiken und Praktiken für diejenigen Bevölkerungsschichten identifizieren, die multiplen Lebensbedrohungen ausgesetzt sind (Naturkatastrophen, ethnischem Konflikt und ökonomischem Niedergang).
