Increasing human use of coastal marine ecosystems has devastating impacts on the marine environment, from degradation of key ecosystems to loss of biodiversity, while exacerbating existing conflicts of use. Protecting the marine environment and achieving marine conservation goals requires a robust governance structure capable of regulating competing and interdependent human uses and their cumulative effects. The designation of marine protected areas and the implementation of use restrictions and other conservation measures play a crucial role in ensuring the sustainable use of marine resources that guarantees the ecological integrity and livelihoods of users.
The aim of CREATE-HU is to generate solution-oriented action knowledge for the development and implementation of effective protection measures (e.g. marine protected areas) and use restrictions in the German Baltic Sea to reduce the cumulative impacts of multiple uses and develop a more sustainable resource use and marine policy. The focus here is on the design and choice of protection measures and the analysis of factors that determine their acceptance.
The focus of the work is to carry out social science analyses of formal and informal local governance structures. Emphasis lies on the analysis of socially acceptable protection and management concepts for coastal areas. Specifically, this involves the management of conflicts of interest, but also the investigation of different institutional designs and participatory processes in marine conservation, as well as their effectiveness. Data will be collected through semi-structured interviews and document analysis and analyzed by applying theories of institutional effectiveness and institutional change. Based on this, governance recommendations for achieving the goals of protection and sustainable resource use in the Baltic Sea will be devel-oped from an institutional and political-economic perspective.
