Procedures, Decision-making Support and Issue Areas
Graduate theses are supposed to demonstrate that their authors are able to work independently when analysing questions relevant in the respective study area. They are therefore important for successfully completing the study programme and represent a challenge for each student. To cope with this task, careful preparation and planning is required. The following decision-making support for the choice and delimitation of topics for Bachelor and Master Theses as well as Diploma Theses and Study Projects, which is intended to serve this objective, is organised in four parts:
(1) The procedures regarding registration, acceptance, completion and defence of graduate thesis are explained, including the “MaKo” (Master Colloquium).
(2) Then basic information for the choice of topics is provided by means of structuring the knowledge area in which the Division of Resource Economics is working.
(3) After that proposals for concrete topics that could be chosen are made to give an impression of the nature and focus of thesis within this knowledge area.
(4) Finally, lists of current or already completed thesis and projects are added which may serve as examples for successful choices of topics.
1 Procedures Regarding Registration, Acceptance, Writing and Defence of Graduation Thesis and the Master Colloquium (“MaKo”)
The following steps are typical for the process of preparing, conducting and completing a graduation thesis:
1. Looking for a topic: Motivated by the priorities you have chosen during your studies, discussions with teachers and researchers, information from scientists and practitioners and other suggestions you arrive at concrete conclusions regarding “your topic”.
2. Submitting a proposal: Write a short description of your topic and send it to the Secretariat of the Division of Resource Economics (s.heilmann@agrar.hu-berlin.de) as well as to other teachers and researchers which may be involved.
3. Choice of topic: Discuss your proposal in meetings with your advisor and co-advisor in order to improve, delimitate, refine and substantiate your topic step by step, what enables you to arrive at a well structured exposé.
4. Registration: After your proposal has been accepted, and as soon as you are sure that the work is feasible for you and you are really interested in the topic, register your thesis in the examination office by means of the appropriate form.
5. Advice: Your advisor and co-advisor will support you when you are working on your thesis and appreciate being regularly informed about the work progress, upcoming questions and changes in methodology as well as preliminary results from your analysis.
6. Defence: After the examination office has received your thesis and the referee reports, the oral defence of your thesis will be the final stage of the process (for further details see the website of the faculty: Prüfungsangelenheiten).
MaKo – The Master Colloquium at the Division of Resource Economics
As master theses are characterised by intense learning of basic research methods, a special procedure for organising the process of research and writing and advising the master students has been introduced that is linked to the Master Colloquium (MaKo). MaKo is a workshop series at the Division of Resource Economics that is especially devoted to students in the graduation phase of their Master of Science programme. It aims at an exchange among graduating students and between students and their advisors and provides a framework for continuously supporting students during their research work. The graduating students present their work in different stages of investigation and receive suggestions from the participants as regards the process and improvement of their research. Defence of master theses also takes place in the framework of the Master Colloquium Series. MaKo is complementary to individual recommendations given by the adviser and co-adviser and enables the students to benefit from the high potential of a group having the same objective trough critical-constructive discussion, exchange of experience and collective learning.
Participation in this workshop series is obligatory for all those who write their master thesis in the Division of Resource Economics and requires early registration by contacting the MaKo Tutor in charge (simon.karnasch (at) agrar.hu-berlin.de).MaKo is coordinated through the internet platform Moodle.(The key for the coursecan be received from the tutor).The Moodle Platform provides guidelines for writing a master thesis, information on the „MaKo Process“,further instructive and supportive material for scientific workand the workshop programmes.
1 Decision-making Support for Choosing a Topic: structure of knowledge area
The structure of the knowledge area is based on the view that the Interaction between Social and Natural Systems (as suggested by the Institutions of Sustainability Framework IoS) is at the core of resource management and environmental policies. Institutions and governance structures in this domain aim at regularizing such processes of interaction in order to achieve sustainability:
• Accordingly, this knowledge area - Institutional Resource Economics - combines approaches from Environmental and Resource Economics with approaches from Institutional Analysis and Political Economy Research.
• On the one hand, Environmental and Resource Economics can be taken as a starting point for analysis. Then the physical and the social dimensions inherent in the interaction between social and natural systems can be considered two complementary perspectives that to be used for classifying the main issue areas (see Table 1, Section 1 and 2).
• On the other hand, the starting point can be Institutional Analysis and Political Economy. In this case, the institutional analysis and political economy dimensions to be found in the interaction between social and natural systems represent two complementary perspectives for classification of issue areas (see Table 1, Section 3 and 4).

2.3 Natural resources and development policies and institutions: impact of resource degradation on livelihoods, implications for development cooperation
2.4 Environmental policies for particular farming systems: organic farming, GMO agriculture, precision farming, and co-existence of different systems
2.5 Impact and regulation of inputs and facilities of agricultural production on the environment: pesticides, fertilizers, manure, waste and animal production sites
2.6 Political and institutional responses to natural disasters such as flooding, drought, famine and pests
3. The Institutional Analysis Perspective
3.1 Actors: game theory and frameworks for institutional analysis

This brief outline shows that Institutional Resource Economics employs complementary views which include the physical and the social perspective on natural resources and the institutional analysis and political economy perspective on natural resource management. The issue areas classified according to these dimensions (see Table 1) usually aggregate a variety of different single issues. For example, water management refers to both irrigation and drainage, deals with the quantity of water and the quality of water, for example as regards water pollution, and is governed by various institutional arrangements such as water markets, water user associations, government policies and international agreements.
Research Dimensions within the Issue Areas
Analysing these issue areas requires taking into account the dimensions associated with doing research on such subjects, because this is relevant for how to structure the theses. These dimensions can be indicated according to four aspects as shown in the matrix below (Table 2). The first refers to the research approaches used to analyse the issues, the second is derived from the geographical location and economic situation of world regions, the third indicates the level of coordination that can be local, national or international, and the fourth reflects the outcomes of research, knowledge transfer by means recommendations and the potential impact this may have in terms of learning processes that may enable or assist innovation and reform.
Applying these criteria of classification taken from Table 2 on each issue area mentioned in Table 1 would result in numerous sub-topics which, of course, cannot be elaborated in total in one single thesis. Therefore, a thesis should concentrate on a limited set of research aspects and only select a manageable issue within an issue area. For example, if you decide for issue area “Land management and soil protection including land conversion” (see 1.1), you may want to concentrate on institutional analysis of new “sets of rules”, by posing the research question how “property rights” (see 3.3) have changed at local level in a post-socialist transition country depending on to what extent national privatisation laws have been implemented. In other words, your thesis may include aspects from several issue areas mentioned in Table 1 by combining respective views on the research problem.

After having drawn a sort of mind map of the overall knowledge area, some examples as regards real topics and issues will be listed and outlined. For the sake of simplicity, we will organise them in four groups which are formed in accordance with Section 1-4 in Table 1.
