Climate change is taking place worldwide with phenomena as sea level rise, consecutive flood, long drought, strong and unusual storms, etc. Vietnam located in area of tropical monsoon climate and processing a long coastline is considered as one of the five countries which are most heavily affected by climate change, especially in the Mekong Delta, Red River Delta and some coastal areas. In 2010, Vietnam exported 6.9 million tonnes, ranking second in the world after Thailand. That Vietnam’s rice production is affected by climate change not only can influence national food security but also would create scarcity of rice on globe.Our research objectives are to understand the irrigation and water governance under the challenges of climate changes and to find our how local people have responded to climate events. We apply both quantitative and qualitative approaches to do empirical research in coastal region of Northern Vietnam. The research is expected to be useful for authorities at different levels, donors and rice farmers in designing and implementing strategies to effectively adapt to climate change.
